- A major cadastral resurvey to correct cadastral records that don't match the actual state of the land is taking place for the first time in 100 years. It is estimated that unclear land boundary disputes have been costing the country 380 billion won a year in legal fees alone.
- The Ministry of Land, Infrastructure, and Transport (MOLIT) announced on Friday that it plans to invest 1.2 trillion won ($1.2 billion) by 2030 to upgrade cadastral maps of about 37.61 million parcels to meet international standards.
- This year, the first year, the government will invest 3 billion won to organize about 15,000 parcels of land with inconsistent cadastral records.
- Disputed and disputed areas (15%) will be reorganized through cadastral resurvey surveys, while urban development and other business areas (13%) will be digitized through cadastral confirmation surveys. The cadastral matching areas (72%) will be digitized according to the global geodetic system without any resurvey.
- The cadastral resurvey project will be promoted by the Minister of MOLIT establishing a basic plan for cadastral resurvey at the national level, and the mayors of cities, counties, and district offices making implementation plans as project implementers. The project area is designated with the consent of more than two-thirds of the landowners. If the area increases or decreases, adjustment fees are collected and the survey results are registered in the new cadastral registry.
- The Ministry of Land, Infrastructure, and Transport expects the project to provide accurate land information, which will greatly reduce social conflicts and boundary disputes. The annual cost of litigation due to boundary disputes is estimated to be about 380 billion won.
- But disputes over the cadastral re-survey and subsequent redrawing of boundaries are also expected. A typical example is the case of land that was previously thought to belong to a person, but was found to belong to another person through the resurvey process. Yoo Jin Noh, a lawyer at Hanbyul Law Firm, said, "In the long run, social costs will be reduced by clearing up unclear land boundaries, but there will be more court battles between landowners during the cadastral resurvey process."
