In the case, the victim was hit by a car, but the driver only stuck his head out the window and drove away, which the police deemed a "minor accident" and denied the application of hit-and-run. However, the Supreme Court precedent raises a legal issue that conflicts with the police's interpretation in that the driver's awareness of the accident and leaving the scene (fleeing), rather than the severity of the accident, determines whether he or she is guilty of fleeing.

The article also suggests the need to secure objective evidence such as call recordings, CCTV, and witness statements, and to respond by accessing investigative records, applying for registration, issuing medical certificates, and filing formal complaints.
